Defence Ministry exempts import of ‘emergency’ items for Indian Armed Forces

Ministry of Defence issued a notification exempting import of ‘Emergency items’ for the Indian Armed Forces. A committee under Chief of Army Staff, Bipin Rawat will oversee indigenization efforts, and recommend the removal of items from the negative import list if needed.

The Indian Armed forces will now have the ability to import defence items in emergency circumstances even if it figures in the negative import list. The emergency circumstance includes a situation in which the domestic industries and manufacturers are not able to cater to the demand as well as if the safety of the soldiers of the armed forces is at the stake due to lack of an indigenous product.

The move is an effort to provide flexibility to the Indian Armed Forces that is initiating a major indigenization drive. The Ministry of Defence (MoD), last month, issued a notification stating that an empowered monitoring committee, the Defence Indigenisation Committee (DIC), would be constituted. The committee will oversee the implementation of the negative list, referred to as ‘Positive Indigenisation List’. The notification also stated that the Indian Manufacturers and Industries are expected to invest in R&D to make sure that the items placed on the list would be upgraded to keep pace with that of International advancements. The DIC will be chaired by the Chief of Defence Staff, General Bipin Rawat.

The notification dated 2nd November states that these mentioned guidelines will be applied with effect from the date of issuance. The DIC will also be responsible for monitoring and reviewing the entire progress of listed equipment, systems, platforms, weapons and to apply correctives where required so as to ensure that the listed items translate into production and developmental orders.

There is also a provision now to review or remove items mentioned in the negative import list, which was first formulated in August 2020. This move is aimed to give a major boost to the Indian Armed Forces.
