He was chairman of the Joint Chiefs of Staff under President George H.W. Bush as a four-star Army general during the 1991 Gulf War, when US-led forces drove Iraqi troops from neighbouring Kuwait. Mr. Powell, a pragmatic and moderate Republican, eventually became Secretary of State under President George W. Bush.
