India and Bangladesh To Expand Inland River Transport Protocol To Boost Bilateral Trade

Amidst COVID pandemic crisis India and Bangladesh took major steps to avoid bottleneck on the land route and decided to expand inland river transport protocol to boost bilateral trade. High commissioner of India in Dhaka Riva Das Ganguly and  Secretary of Shipping Ministry of Bangladesh Md Mezbahuddin Chowdhury signed 2nd addendum to the protocol on inland water transit and trade between two countries. This new river route not only helps Bangladesh for boosting their export to the third country but landlocked northeastern states would be immensely benefited from goods supply easily by reducing the time of transportation from the mainland of the country.

According to the addendum document, the number of India-Bangladesh Protocol routes are being increased from eight to ten.This includes the Sonamura, a town in Tripura bordering Bangladesh slightly east to Comilla city across the border to Daudkhandi , a city known for floodplain aquaculture in Bangladesh across the river Gomti.  This will help to boost bilateral trade between Tripura and Bangladesh and adjoining Indian states.

The addendum also clears operationalization of Rajshahi(Bangladesh)-Dhulian (Murshidabad of Westbengal)-Rajshahi routes with the extension to Aricha. This place is almost in the heart of Bangladesh at the bank of the canal of river Kalinga .This Aricha ghat has importance with reference to Bangladesh Liberation struggle where Mukti Vahini first sunk Pakistani boat with full arms and ammunitions. Rajshahi city is known as the silk city of Bangladesh and famous for commercial activities. Bangladesh has a huge demand for stone chips and this new route will reduce the transport cost for carrying stone chips from India to Bangladesh.

The agreement also operationalizes five new ports of call between India and Bangladesh to facilitate to dock vessels in each other country..Among the newly added ports of call in Indian side are Dhulian(Murshidabad-WestBengal),Kolaghat(Westbengal),Sonamura (Tripura) and Jogigopha(Assam).

Rajshahi, Sultangunj, Chilmari, Daudkhandi, and Bahadurbad are on the Bangladesh side.Inclusion of Jogigopha in India and Bahadurbad in Bangladesh as a new port of call will create connectivity to Assam, Meghalaya, and even to a neighboring countries like Bhutan. As two countries have agreed to introduce trade between Chilmari of Bangladesh and Dhubri in India , the use of shallow draft mechanized vessels can be used for ferrying cargos.This will allow export of stone chips and Bhutanese  and North east cargo to Bangladesh and 4asy access to the traders to the hinterland of Bangladesh.The agreement will allow inland vessels of both countries to ply on the designated protocol route and can dock at Port of call in each country notified for loading and unloading. Ultimately it will boost bilateral trade immensely.Further two more extended Ports of call -Triveni in Bandel of West Bengal at the bank of Bhagirathi and Badarpur in Indian side and Ghorasal and Muktarpur on Bangladesh side have been added to the addendum .With this the total number of ports of call is now eleven and two extended ports of call of both countries.  

Under this Protocol, Inland vessels of both the countries can ply on the designated protocol route and dock at Ports of Call in each country, notified for loading/unloading of cargo. There has been significant improvement in the movement of cargo vessels in an organized manner on the Protocol route carrying both the transit cargo to North East(NE) region of India and vice-versa and export-cargo to Bangladesh. The Indian transit cargo is mainly coal, fly-ash, POL, and ODC for power projects in NE region. The other potential cargo for movement is fertilizers, cement, food grains, agricultural products, containerized cargo etc. The export cargo from India to Bangladesh is mainly fly-ash which is to the tune of 30 lakhs MT per annum. Around 638 inland vessels (including 600 Bangladeshi flag vessels) completed with approximately 4000 loaded voyages annually.

’It is expected that the above modifications to the Protocol will further facilitate the trade between two countries with improved reliability and cost-effectiveness”,says a press release issued by the Indian shipping Ministry.

In this generation every musician dreams that someday their songs would be featured in National Platforms, someday they can reach thousands of people with their music, Today there is a story of a boy who had also dreamt about it and today he has made it happen. Anurag Halder, the boy from a small town of Kolkata, came to Mumbai in 2013 with so many dreams. But in a way of success, if the failure doesn’t come it wouldn’t be a successful success, I guess. In his story, there were thousands of failures. He started to participate in reality shows, but at a certain stage, he stopped that and started working for his Independent Music. His songs like Faasla on the National Platform were quite successful but he was not satisfied with that. He started to give his music a taste which is not till then in this music industry. So in the year 2019, he sat with 4 songs and composed them in that way he never did. And then it happened to him.

In the year 2020 and just two days back his song Kashtiya has been released from one of the largest Audio Label of India, Zee Music Company. In just three days it got thousands of love and respect.

He said in an interview, “The things I have faced in my life, turned into the tunes and lyrics of my songs. The more your heartbreaks, the more you can compose good tunes. But yeah, one thing which I followed only, just to never think this is the end. I still remember my father used to tell me that “One should extend his/her leg as per the length of the bed-sheet” but then I used to think that how if I extend my leg more and buy a long bedsheet which can be adjusted with my legs. And I started working hard for that. It means you have to dream big if you want to achieve big and put all of your hard efforts into that and believe me someday you will definitely do an interview like this and say the same words like me.”

On asking about his upcoming projects, he said, “A few more releases are there this year. And currently, I am working for some regional works. There are three more music videos that might be released this month but have postponed due to this lockdown and maybe it would be visible by September.”

Behind the doors of lockdown thrives domestic violence and abuse

The entire country has been in a month-long lockdown as a protective measure against the spread of pandemic COVID-19. However, there is a shadow pandemic that endangers the lives and well-being of women and children at homes in India today: domestic violence and abuse.

Besides its impact on social welfare and economy, COVID-19 has a darker and more worrisome consequence: a spike in calls to domestic violence helplines across the country. The National Commission for Women (NCW) registered 587 domestic violence complaints between March 23 and April 16, which is a 50% increase as compared to pre-lockdown days.

The grimmest situation to worry about is that our lockdowns will end sooner or later, but violence against women will not. Domestic violence and abuse have been an ongoing threat to the health and well-being of women and children in India. As per the National Family Health Survey-4 (2015-16) (NFHS-4), 30 percent of women in India in the age group of 15-49 have experienced physical violence since the age of 15. About 31 percent of married women have experienced physical, sexual, or emotional violence by their spouses. This is further substantiated by the Crime in India Report 2018 by the Indian National Crime Research Bureau (NCRB) which states that a woman is subjected to an act of domestic violence every 4.4 minutes.

This situation is not limited to India, as there has been several global reports of spike in domestic violence across countries like China, US, UK, Australia among others, during this pandemic. Historically speaking, times of economic downturn, wars and conflicts and natural disasters are linked to a multitude of risk factors for increased violence against women and children. Epidemics have been no exception. During the 2015 Ebola outbreak in West Africa, an “epidemic” of “rape, sexual assault and violence against women and girls” was reported by several international publications. 

The confinement due to lockdown is fostering tension and stress at home, creating an excuse and environment for abusers to demonstrate unrestrained violence and abuse behind closed doors. 

Factors driving violence against women in the current times

While the questions of immunity from COVID-19 pandemic, its impact and severity on communities remains uncertain, it is clear that families across India and the world will feel the economic shock and repercussions of this deadly disease. Drop in earning levels, food insecurity, job uncertainty, health and safety risks etc. will lead to increased anxiety, which in turn will have a multifold bearing on the well-being of women and children in the household.

With quarantines, social isolation, and limitations on freedom of movement, as per several reports, pandemics and health emergencies, including SARS, Ebola, Swine Flu, etc. have been associated with an increase in women and children’s day-to-day exposure to potential perpetrators. Limitations to reach out to friends, family, and support groups during these times make women more vulnerable. 

These are really difficult times to support and respond to the distress calls of domestic violence as institutions are already under tremendous strain from the demands of dealing with the pandemic. The police and healthcare providers are already overwhelmed and understaffed; this coupled with domestic violence shelters being full or limited in its operations, only further worsens the situation for help seekers.  

While the issue of violence against women needs a larger debate and solution-finding, in the current context, it is important for Centre and State governments to collaborate and facilitate better support and access to protection to women and children. Infact recently, the Delhi High Court sought responses of the Centre and the Delhi government on a plea seeking measures to safeguard victims of domestic violence and child abuse amidst the COVID-19 lockdown.

The helpline numbers and NCW WhatsApp numbers are definitely proving to be useful. However, there could be several women who may be unable to seek help through a phone because they are locked in with their abusers. Hence, new and innovative mechanisms need to be developed to support those in need. There are some noteworthy global initiatives that the Indian government could take a cue from. The French government is encouraging victims to discreetly seek help at nearby pharmacies and supermarkets who in turn will inform the local authorities. The Italian and German governments are making thousands of hotel rooms and guesthouses accessible to victims at subsidized costs to quarantine themselves in safety.
