Everything You Should Know About Atal Bhujal Yojana (ATAL JAL)

Ground water contributes to nearly 65% of total irrigated area of the country and nearly 85% of the rural drinking water supply. The limited ground water resources in the country are under threat due to the increasing demands of growing population, urbanization and industrialization. Intensive, and unregulated ground water pumping in many areas has caused rapid and widespread decline in ground water levels as well as reduction in the sustainability of ground water abstraction structures. The problem of reduction in ground water availability is further compounded by deteriorating ground water quality in some parts of the country. The increasing stress on ground water due to overexploitation, contamination and associated environmental impacts threaten to endanger the food security of the nation, unless necessary preventive/remedial measures are taken on priority.

The Department of Water Resources, River Development & Ganga Rejuvenation, Ministry of Jal Shakti has taken a pioneering initiative for ensuring long term sustainability of ground water resources in the country through the Atal Bhujal Yojana (ATAL JAL) by adopting a mix of ‘top down’ and ‘bottom up’ approaches in identified ground water stressed blocks in seven states, representing a range of geomorphic, climatic and hydrogeologic and cultural settings. ATAL JAL has been designed with the principal objective of strengthening the institutional framework for participatory groundwater management and bringing about behavioral changes at the community level for sustainable ground water resource management. The scheme envisages undertaking this through various interventions, including awareness programmes, capacity building, convergence of ongoing/new schemes and improved agricultural practices etc.

Cabinet has given its approval for the implementation of the Atal Bhujal Yojana (ATAL JAL), a Central Sector Scheme with a total outlay of Rs.6000 crore to be implemented over a period of 5 years (2020-21 to 2024-25).

The scheme aims to improve ground water management through community participation in identified priority areas in seven States, viz. Gujarat, Haryana, Karnataka, Madhya Pradesh, Maharashtra, Rajasthan and Uttar Pradesh. Implementation of the scheme is expected to benefit nearly 8350 Gram Panchayats in 78 districts in these States. ATAL JAL will promote panchayat led ground water management and behavioural change with primary focus on demand side management

Out of the total outlay of Rs. 6000 crore, 50% shall be in the form of World Bank loan, and be repaid by the Central Government. The remaining 50% shall be through Central Assistance from regular budgetary support. The entire World Bank’s loan component and Central Assistance shall be passed on to the States as Grants.

ATAL JAL has two major components:     

A.   Institutional Strengthening and Capacity Building Component for strengthening institutional arrangements for sustainable ground water management in the States including improving monitoring networks, capacity building, strengthening of Water User Associations, etc.

B.  Incentive Component for incentivising the States for achievements in improved groundwater management practices namely, data dissemination, preparation of water security plans, implementation of management interventions through convergence of ongoing schemes, adopting demand-side management practices etc.

ATAL JAL will result in:   

  • Institutional strengthening for improving groundwater monitoring networks and capacity building of stakeholders at different levels which will enhance ground water data storage, exchange, analysis and dissemination.
  • Improved and realistic water budgeting based on an improved database and preparation of community-led Water Security Plans at Panchayat level
  • Implementation of Water Security Plans through convergence of various ongoing/new schemes of the Government of India and State Governments to facilitate judicious and effective utilization of funds for sustainable ground water management.
  • Efficient use of available ground water resources with emphasis on demand side measures such as micro-irrigation, crop diversification, electricity feeder separation etc.

Impact:

  • Source sustainability for Jal Jeevan Mission in the project area with active participation of local communities.
  • Will contribute towards the goal of doubling the farmers’ income.
  • Will promote participatory ground water management.
  • Improved water use efficiency on a mass scale and improved cropping pattern;
  • Promotion of efficient and equitable use of ground water resources and behavioural change at the community level

YouTube was created over a decade ago to give a seamless interface to the growing online audience where content creators could upload videos. One of the main sources of income for a majority of YouTubers is ad revenue which has been helping a large number of independent content creators to flourish. YouTube plays the role of a middle man, Brands pay YouTube for placing advertisements in the videos in the form of banners, overlays and imposed video ads

In a connected world, an event happening in the US has repercussions in far off India too. Since the last 3 years, advertisers have become increasingly politically correct,  not wanting their advertisements to appear before any ‘offensive’ content, especially the US,  becoming easily offended. This can be seen with words and phrases that were in common use a decade back, now becoming unspeakable; race and disability equalizers, gender fluidity etc.

Adpocalypse happened when advertisers started to leave YouTube forcing their algorithms to identify videos with supposedly ‘advertiser-unfriendly’ content and stopped placing ads in them. In the year 2016-17, one such adpocalypse began where Big brands including Nike and P&G pulled out their entire budgets from YouTube because they noticed some ads being played before some racist or ‘objectionable’ content. To ensure their advertisers remained, YouTube began cracking down on Creators and Channel owners; at first with only minor policy changes.

But with the full extent of Russian meddling in the year 2016, US elections via social media began coming to light, they were forced to take stronger measures against the very community that they came into existence for. While blatant hate and racism needed to be monitored, many channels were tarred with the same brush. YouTube started demonetizing the content, withdrew paid advertisements in those videos, denying those content creators revenue and reducing their income.

Shakir Ebrahim Founder of GoBisbo Broadcasting Network Pvt. Ltd. and Creator, Bisbo said, “At Bisbo, we publish news, which by definition will cover events happening around the globe, including violence, wars, terrorism, political fights, race and gender issues. Many of Bisbo’s videos were demonetized on upload; which means algorithms automatically identified them as ‘objectionable’ and no ads are placed before those videos. On a review request, 90% are overturned, but by then, Bisbo’s videos, which often attract 50,000 views within the first 24 hours already lose tons of ad revenue.”

“Out of the channel’s top 10 videos, 4 of them with a combined view of 10 million views just in Hindi, remain demonetized even after a review. The topics were; one each on what led to Ram Rahim & Asaram’s court sentencing and jailing; and one each on the planning behind Pulwama and Abhinandan’s downing of Pakistan’s F-16.The videos are beautifully animated.”, Shakir added.

The content was hardly something that is not publicly known, especially when all sources are mentioned. The same news is still available in text and video format on YouTube itself by big news channels. The only difference is that Bisbo’s videos are animated and they are not as yet a big brand name.

Despite content creators being their most valuable asset, YouTube does not escalate video reviews beyond one level because from their point of view, and correctly so, they cannot physically manage the deluge of content. Often a video is demonetized in one language but remains monetized in another. YouTube demonetization is a huge problem for the content creators for whom this may be their only source of income. YouTube has recently published a new upload policy, however, the words are generic and scope is extremely broad; further, different standards seem to be applied to different channels.

Bhavna Jain, Miss Teen Fire 2018, from India was happy to pass on her title to the Philippines as they celebrate being the powerhouse Asian countries of the beauty pageant. 
Jasmeet Kaur, the director of Miss Teen India Earth International, after the event, said, “The new winners are very beautiful and I am happy that they also have a very good social cause to save the environment.”
As the mother of Teen Universe 2017, Srishti Kaur, Jasmeet Kaur has always felt the need to support charitable acts through pageant winners. Together they have a school for the underprivileged and supported tree plantations along with various other charities.
Responding to the question from India’s leading international pageant mentor and designer Melvyn Noronha, “What is the most important thing that the youth can teach elders to stop pollution?”
Miss Teen Brazil’s award-winning answer was, “The youth can teach the elders the importance of curbing the pollution of right now, we are a fast generation and if we act now, and don’t wait to act in the future, the change will start coming now.” 
The Miss Teen Earth pageant had delegates participating in the activities and group discussions on ways to save the environment. They also took part in beach and city clean up drives. To further extend the message of their mission across the globe, the next edition of the contest i.e. Miss Teen Earth 2020 will be held in Colombia.

So what differentiates her from others? “I started working with big brands and on huge campaigns quite early and only chose to work with certain brands that I personally used. Brands and followers came to me because of my content and I hope it continues to stay that way, although it has always been a number game.” However, she doesn’t focus on that and advise upcoming bloggers to just block all the negativity out. “I used to work 14 hours Mon-Sat, and shoot 6-7 looks on Sunday after planning, directing, location hunting, editing, posting daily, and whatnot. Family Life and Education:

Aashi was born on 19th June, 1998 in Mumbai to Gujarati-speaking parents. Her father, Nilesh Adani, is a businessman, and her mother Dipti Adani was a beautician. Her older sister Pranali Adani is an HR head at reputed agency in Mumbai and is happily married. 

Aashi Adani was educated at Mumbai’s Walsingham House School. She did her Junior College from Jai Hind College and graduated in bachelors of Management Studies from Lala Lajpatrai College. She is currently pursuing Master’s in Commerce from H.R. College of Commerce and Economics, Mumbai.

Work before Blogging:

Aashi has always been a hard worker and juggled multiple jobs before finally starting her blog at the age of 17. Right after her 10th standard she spent her holidays tutoring children under the 4th grade and also conducted multiple dance workshops. She soon landed an internship at Genius Inc, a coaching center in Mumbai where she managed daily activities for about a year.
