By the mid-second year of his MBA, Lakshya was getting regular work and he started to take his profession more seriously and consulted his professors to make wedding photography into a successful case study.

Lakshya took courses like digital marketing, new venture planning, consumer behavior, etc., which actually helped him to shape down his very own venture by the name of Shutterdown.

Till date, Lakshya has shot more than 300 Luxury Weddings, 100 of them being destination weddings. Lakshya with Shutterdown has shot weddings across the globe including places like Austria, Germany, Prague, Thailand, UAE, Indonesia, Tanzania, Kenya, Sri Lanka, etc. and winning more than 10 national and international wedding photography and film making awards.

Lakshya recently collaborated with Jasleen Royal from Bollywood to create their song cover which gathered more than 1.5 million views on Youtube.

Ranchi’s Medanta Hospital Slammed By Jharkhand Government For Medical Negligence

Recently Jharkhand State has found Medanta Hospital’s negligence in kidney transplantation case. The allegation of negligence in the kidney transplantation of patient Rajesh Kumar Paswan in Medanta Hospital Ranchi has been found correct in the departmental investigation. While reviewing complaints in the weekly review program of Jansamvad Kendra on 4th June 2019, Principal Secretary to CM Sunil Kumar Barnwal ordered action against hospital management and returning the entire amount taken for the treatment to the patient. 

The family members of Rajesh Kumar Paswan complained in the Jansamvad Kendra that a doctor of Medanta Hospital Ranchi who had transplanted the kidney of the patient was threatening to kill them and asking them to take the case back which was against them in the police station. Principal Secretary to Chief Minister Sunil Kumar Barnwal said that if the doctors are threatening, then they will have to face legal action against them. 

Other shocking revelations were made by Hanish Patel he said, “ His father Rasik Lal Patel who got brain stroke on 23rd March 2019 was brought to Medanta Hospital in Ranchi for treatment, he stated that the first aid given to him was not proper. No senior doctor was available at that time and no Neurosurgeon was called to attend the patient.”

He said, “Doctor came to visit on 24th March afternoon to see the patient.” The patient was attended by Neurosurgeon after 12 hours of admitting in the hospital.

On 24th March when I met another Doctor in the evening he stated that “ We were giving instructions over “Whatsapp Group” for the treatment of the patient.”

Thousands of patients die due to medical negligence in hospitals across India, the number steadily rising. Doctors, on the other hand, are ruing the fallen doctor-patient trust which they say is the lowest today.

1.4 Million Refugees Set To Need Urgent Resettlement In 2020: UNHCR

More than 1.4 million displaced people in over 60 refugee hosting countries will need resettlement next year, the UN refugee agency, UNHCR, 
said on Monday, while also supporting a call for far greater protection for vulnerable LGBTI individuals seeking asylum.

According to UNHCR’s Projected Global Resettlement Needs 2020 report, those with the greatest needs include nationals from Syria (40 per cent), South Sudan (14 per cent) and the Democratic Republic of the Congo (11 per cent).

“Given the record numbers of people needing safety from war, conflict and persecution and the lack of political solutions to these situations, we urgently need countries to come forward and resettle more refugees,” said UN High Commissioner for Refugees Filippo Grandi.

Globally, resettlement needs in 2020 are set to rise by one percent compared with this year, driven by increased displacement in Africa and the Americas, which account for six and 22 percent respectively.

At 450,000 people, the East and Horn of Africa region has the highest resettlement needs, reflecting ongoing insecurity in South Sudan despite a 2018 peace agreement, and protracted refugee situations in DRC, Central Africa, Eritrea, Somalia and Sudan, according to UNHCR.

This is followed by Turkey (420,000), which hosts 3.7 million refugees, the wider Middle East, and North Africa region (250,000) and Central Africa and the Great Lakes region (almost 165,000).

There has to be more equitable sharing of refugees: Grandi

“With the overwhelming majority, 84 per cent, of the world’s refugees hosted in developing regions facing their own development and economic challenges and whose own populations may live below the poverty line, there simply has to be a more equitable sharing of responsibility for global crises”, Mr. Grandi told Member States attending consultations in Geneva on resettlement for refugees.

Resettlement involves the relocation of refugees from a country of asylum to a country that has agreed to admit them and grant them permanent settlement.

It is regarded by UNHCR as a life-saving tool to ensure the protection of those most at risk or with specific needs that cannot be addressed in the country where they have sought protection.

In a bid to provide more vulnerable refugees with a new home in a third country – and amid significantly fewer resettlement opportunities globally in the last two years – UNHCR and partners on Friday unveiled an initiative in support of resettlement and other legal alternatives to enter countries, such as family, work and study routes.

Bid to resettle three million refugees globally by 2028

By the end of 2028, the objective of the strategy is to expand so-called “third country solutions” for three million refugees, with one million resettling in 50 countries and two million benefiting from alternative pathways.

A Global Refugee Forum is to be held in December in Geneva, which UNHCR believes is a “critical opportunity to galvanize support through commitments and pledges” from States and other relevant stakeholders.

“History has shown that with a strong sense of purpose, States can come together to collectively respond to refugee crises, and help millions to reach safety, find homes and build futures in new communities,” Mr. Grandi insisted.

UN rights experts urge more protection for LGBTI refugees

In a related development, UNHCR has added its support to a UN-appointed independent rights expert’s call for many more States to increase protection for the LGBTI community and to be more aware of their “unique vulnerability”.

Today, only 37 States grant asylum to individuals on the basis of persecution based on sexual orientation or gender identity, according to UNHCR’s Assistant High Commissioner for Protection, Volker Türk, and the UN Independent Expert Victor Madrigal-Borloz.

“For many LGBTI people, the trauma and persecution start well before their actual flight to safety,” Mr. Madrigal Borloz said. “Persecution often manifests through laws that criminalise sexual orientation, gender identity or expression or that are discriminatory.”

LGBTI people are also exposed to disproportionate levels of arbitrary detention, police abuse, violence and extrajudicial killings by both State and non-State actors, the Independent Expert said, “as well as abuse in medical settings, including forced sterilisations and so-called ‘conversion therapies’”.

Echoing that message, Mr. Turk added that many LGBTI refugees continue to face prejudice and violence in countries of transit and host countries.

Türk said that, even in locations where LGBTI refugees are more accepted and services are accessible, many choose to conceal their sexual orientation and gender identity for fear they might be targeted or marginalised, particularly in densely populated areas.

It is, therefore, crucial to create safe spaces and services that are designed in consultation with LGBTI people and their organisations.

Two Years After GST – Written By Former Finance Minister Arun Jaitley

Today, the Goods and Services Tax regime enters its third year. The monumental restructuring of one of the world’s clumsiest indirect tax system was not an easy task. The challenges to implement the GST were compounded by some outlandish and exaggerated comments of the not so well-informed. It would, therefore, be only fair to look back the last two years and analyse the implementation and the impact/ consequences of the GST.

The pre-GST regime

In a federal structure, both Centre and States were entitled to impose indirect tax on goods. The States had multiple laws which entitled them to impose taxation at different points. There were twin challenges. Firstly, to get the States to agree because some of them felt they were losing their fiscal autonomy to tax and, secondly, to develop a consensus in the Parliament. The States were scared of the fear of the unknown. The critical point which enabled the Government to persuade the States was to cushion them with a 14% annual increase from the tax base of 2015-16 for a period of five years. 

The GST merged all these seventeen different laws and created one single taxation. The pre-GST rate of taxation as a standard rate for VAT was 14.5%, excise at 12.5% and added with the CST and the cascading effect of tax on tax, the tax payable by the consumer was 31%. The entertainment tax was being levied by the States from 35% to 110%. The assessee had to file multiple returns, entertain multiple inspectors and additionally face the inefficiency – trucks being stranded at the State boundaries for days altogether. 

The GST changed this scenario completely. Today, there is only one tax, online returns, no entry tax, no truck queues and no inter-state barriers.  

Consumer and assessee friendly

After two years, one can confidently argue, without fear of contradiction that GST proved to be both consumer and assessee friendly. The high taxation of pre GST era pinched the consumers’ pocket and acted as a disincentive against tax compliance. The last two years have seen each of the meetings of the GST Council reducing the tax burden on consumers as the tax collections improved. An efficient tax system certainly leads to better compliance. The 31% tax, which was temporarily 28%, has seen the largest single reform. Most items of consumer use have been brought in the 18%, 12% and even 5% category. Only luxury and sin goods remain in addition to some white goods. A sudden reduction of all categories can lead to a massive loss of government revenue leaving the government without resources to spend. This exercise had to be done in a gradual manner as the revenues increased. The Cinema tickets, earlier taxed at 35% to 110%, have been brought down to 12% and 18%. Most items of daily use are in the zero or 5% slab. The loss to the revenue on account of this reduction collectively has been more than Rs.90,000 crore annually. 

Widening tax base and higher revenue

The assessee base in the last two years has increased by 84%. The number of assessees covered by the GST were around 65 lakh. Today, they are at 1.20 crores. This obviously leads to higher revenue collections. In the eight months of 2017-18 (July to March), the average revenue collected per month was Rs.89,700 crore per month. In the next year (2018-19), the monthly average has increased by about 10% to Rs.97,100 crore. The fear of the States today is that for the first five years they get a guaranteed 14% increase. The lurking doubt is as to what will happen after five years? Every State has been paid its share of tax as also from the compensation fund, if necessary. We have just completed two years of GST. Already after the second year, twenty States are independently showing more than a 14% increase in their revenues and the compensation fund in their case is not necessary. 

Simplification and compliance

Businesses upto an annual turnover of Rs.40 lakh are GST exempt. Those with a turnover upto Rs.1.5 crore can make use of the composition scheme and pay only one percent tax. There is now a single registration system which works online and the procedures for the trade and business are reviewed and simplified regularly. 

A response to certain misconceived ideas

Many warned us that it may not be politically safe to introduce the GST. In several countries, governments lost elections because of the GST. India had one of the smoothest transformation. Within the first few weeks of the implementation, the new system settled down. There were a few protests in Surat. The issues were resolved. The BJP won all the Assembly seats in the Gujarat poll in Surat. In 2019, the BJP won the Surat seat by the highest margin in the country. Those who argued for a single slab GST must realise that a single slab is possible only in extremely affluent countries where there are no poor people. It would be inequitable to apply a single rate in countries where there are a large number of people below the poverty line. The direct tax is a progressive tax. The more you earn, the more you pay. An indirect tax is a regressive tax. In the pre-GST regime, the rich and the poor, on various commodities, paid the same tax. The multiple slab system not only checked inflation, it also ensured that the Aam Aadmi products are not exorbitantly taxed. Illustratively, a Hawai chappal and a Mercedes car cannot be taxed at the same rate. This is not to suggest that the rationalisation of slabs is not needed. That process is already on. Except on luxury and sin goods, the 28% slab has almost been phased out. Zero and 5% slabs will always remain. As revenue increases further, it will give an opportunity to policy makers to possibly merge the 12% and 18% slab into one rate, thus, effectively making the GST a two rate tax. 

The Role of the GST Council

The GST Council is India’s first statutory federal institution. The Centre and the States jointly sit and decide. Both have pooled their fiscal rights in a collective forum to create one common market. My own experience of two years while chairing the GST Council, was that Finance Ministers’ of States, notwithstanding the political position their parties take, have displayed a high level of statesmanship and acted with maturity. The Council worked on the principle of consensus. This has added to the credibility of the decision making process. I am sure this trend will continue in future.
