School and Colleges shut in Pune, a week-long lockdown imposed

Pune: It’s been a few days that schools and colleges in Pune have resumed physical classes after a long gap of 11 months. The local district administration has once again announced all educational institutions to shut till February 28. 

This decision has been taken as a precautionary measure as Covid 19 cases are increasing again at a very fast pace. 

On Sunday, in a review meeting chaired by Deputy Chief Minister Ajit, the Pune district administration announced restrictions on the movement of people at night, large gatherings, restaurants, and bars along with shutting down of schools and colleges.

Moreover, Amravati Guardian Minister Yashomati Thakur said, “certain city areas in Amravati, Akola and Buldhana districts will go under lockdown for a week from Tuesday”.

After the meeting, where state Labour Minister Dilip Walse Patil, MPs Girish Bapat, Shrirang Barne, Vandana Chavan, and Pune Mayor Murlidhar Mohol were also present. Pune Divisional Commissioner Saurabh Rao said, “The positivity rate is going up. In the Pune district, it has gone up to 10 percent. Two weeks ago, the positivity rate was only about 4.5 to 5 percent. It has grown fast. Last year, we had seen a similar trend where the positivity rate had grown from 2 to 4 percent to 10 percent in the first few months, and then for the next three months, the rate had become very high. To avoid this, we are taking some precautionary measures.” 

Rao added that in Pune the positivity rate has gone up since February 1 even after remaining under control between September 15 and January 31. He said that it has been decided to shut down schools and colleges until February 28, though the decision will be reviewed during the next meeting scheduled for February 26, and hotels, restaurants, and bars are also being directed to close at 11 pm instead of 1.30 am as per prevailing guidelines.

‘Limited curfew’ will be imposed between 11 pm and 6 am from Monday. People can step out of their homes only for essential work. Vegetable vendors, newspaper vendors only, and other morning activities will be excluded.

Shutting of colleges will also ask private coaching classes to shut down. However, those providing coaching for civil services (MPSC/UPSC) will be allowed to operate at 50 percent capacity only. 

The police forces have been asked to strictly implement the regulations about social gatherings and functions. And the focus has been directed on ‘hotspot areas’.

No decision has been taken to curb inter-district transport. Though Public transportation has also been suspended between 5 am on February 23  to 5 am on March 1, while private vehicles have been allowed only for unavoidable journeys, like health check-ups, hospitalization, or travel outside the city.

IS UTTARAKHAND GOING THE RAJASTHAN WAY ?

The political scene in Uttarakhand is hotting-up fast. With the Congress upping the ante in the poll bound-state and the Aam Admi Party (AAP) trying to make inroads in the state, the ruling Bharatiya Janata Party (BJP) could be in serious trouble.


The latest cause of worry for the BJP is the circulation of a song against Chief Minister Trivendra Singh Rawat which has become viral on various social media platforms. Sources in the BJP say the party’s central leadership fear that the song, which talks about Uttarakhand voters taking revenge from Chief Minister Trivendra Singh Rawat for alleged misrule and lack of development, could badly hit the BJP’s chances in the assembly polls slated for early next year.


The song against Chief Minister Trivendra Singh Rawat that is getting viral says – “Modi tujhse bair nahin, Jhapu teri khair nahin” (We have nothing against Prime Minister Narendra Modi, but we will not spare Chief Minister Trivendra Singh Rawat). Jhapu is the nickname given to Chief Minister Trivendra Singh Rawat which means a nincompoop, a fool in local dialect.


Several songs highlighting the alleged corruption and incompetence of Chief Minister Trivendra Singh Rawat-led government have become viral in the last couple of years in Uttarakhand which have been sung by popular local singers including Pawan Semwal.


But the latest viral song has left the central BJP leadership wary who fear a Rajasthan-Vasundhara Raje like situation happening in Uttarakhand too where people would shun the BJP due to alleged ineffective government led by Chief Minister Trivendra Singh Rawat.


“Just before Rajasthan polls song titled ‘Modi tujhse bair nahin, Vasundhara teri khair nahin’ was released which reflected the popular mood among the voters in Rajasthan against Chief Minister Vasundhara Raje which turned the tide against the BJP. Going by the unpopularity of Chief Minister Trivendra Singh Rawat a similar thing happening in Uttarakhand cannot be ruled out,” BJP sources said.


The BJP leadership is also worried about the fact that in a recent nation-wide survey of Chief Ministers carried out by a leading Hindu news channel, Uttarakhand Chief Minister Trivendra Singh Rawat was voted as second least popular Chief Minister among all the Chief Ministers in the country. Moreover, just a couple of days the Aam Admi Party claimed that a senior Minister in BJP government in Uttarakhand might join the AAP along with some MLAs. All these developments have left the BJP central leadership a worried lot over Uttarakhand.

On February 7, the chamoli district in Uttarakhand was hit by flash floods which devastated the area. The floods were reportedly caused due to glacial outburst in Dhauli Ganga. Scientists have been debating the exact cause of the devastation like climate change and construction of dams. Assumptions have been made that such kinds of disaster will become more frequent in future. 

The river which is usually clear in winter had a muddied appearance even on Friday due to suspended sand, clay and rocks in the water. The disaster engulfed 58 lives and 179 are still missing. The rescue operations are underway at the Tapovan Tunnel.

The construction of dams has done unsustainable damage to the state. The state has become vulnerable to the climate crisis over the years.

Uttarakhand has encountered one of the highest increase in temperature this decade

A report assessing the impact of the climate crisis over the Indian region published by the ministry of earth sciences last year said the Hindu Kush Himalayan (HKH) region has experienced a temperature rise of about 1.3 degrees Celsius from 1951 to 2014. 

India Meteorological Department (IMD) showed that almost all of Uttarakhand, and Chamoli in particular, has experienced the highest increase in both minimum and maximum temperatures and is likely to continue further. 

This change in temperature increased the speed of glaciers melting in the region which ultimately increases the chances of flash floods.


Uttarakhand have also seen the highest increase in the intensity rainfall

It is not just the rise in temperature that makes Uttarakhand vulnerable to floods. IMD’s gridded rainfall data set also shows that heavy and extreme precipitation -greater than 35.5 mm of rainfall in a day in a grid or box bound by two latitudes and longitudes of 0.25° each, has increased in the state, particularly in the higher regions of the state, including Chamoli.


Dams in the state don’t account for the unique environment of the state

Hydropower projects are one of the cleanest forms of energy, as far as carbon dioxide emissions are concerned. Using them as a source of energy can reduce greenhouse gas emissions, which contribute to global warming. Still, developers of such projects in Uttarakhand need to take into account the unique environment of the state. policy makers should be extremely cautious about developing hydropower projects in Uttarakhand. This is because Himalayan rivers, being younger, carry many boulders and debris along in the event of a flood. “They are fed by glaciers from which debris flows into the rivers. Big boulders with sand and other debris often get mobilised and hydropower projects create an artificial obstruction in the flow of this material. When these boulders and sand are not able to flow freely, they also form dams holding water behind them. When hydrostatic pressure builds, these dams break and they cause floods.
