India, Bangladesh Foreign Ministers meeting likely Sept-end

In a dynamic engagement with Bangladesh in keeping with IndiaÂs “Neighbourhood First policy, External Affairs Minister Dr. S Jaishankar on Monday called his Bangladesh counterpart Dr. A. K. Abdul Momen to finalize the date of the proposed 6th meeting of Foreign Office consultation between the two countries.
After the telephonic conversation, Dr. Jaishankar tweeted that “warm conversation with FM Dr. A.K.Abdul Momen of Bangladesh. Agreed to hold our Joint Consultative Commission very soon. Will continue to work closely to reach the ambitious goal set by our leaders.”
In the Commission meeting, the two Foreign Ministers co-chair the meeting. Government sources said the meeting is likely to be held on September 29-30. This time Dhaka will host the meeting. Tentatively it is proposed that the meeting will be in a virtual format and the decision on holding the meeting in real physical format is yet to be taken. Rohingya repatriation and river water sharing are also included for the discussion to find a road map for the conclusion of the unfinished agenda.
It is also being stated that the meeting between the chiefs of the two border guarding forces  BSF and BGB will also be held before the JCC meeting. The meeting will be held in Dhaka. A large delegation comprising ministries of External Affairs, senior officials from the Home ministry will also travel as members of the delegation. Indian Foreign Secretary Harsh Vardhan Shringla visited Dhaka last month and finalized the proposed JCC meeting between the two countries amidst the ongoing pandemic Corona crisis.
The 5th JCC meeting was held in New Delhi in February last year. That time the meeting was co-chaired by the then External Affairs Minister Sushma Swaraj and  Dr.A.K.Abdul Moomen. Â
Sources pointed out that both sides will discuss the entire gamut of bilateral issues of mutual interest. The ongoing cooperation, including the implementation of decisions taken during the visit of Prime Minister Modi and PM Sheikh Hasina, will be high on the agenda. The tentative agenda includes security, border management to mutually beneficial trade and investment flows, power, energy, river water sharing, development partnership, new transport connectivity, culture, and people to people contacts.
This time the engagement may broaden with the inclusion of new high technology areas for partnership, such as space, nuclear energy, IT, and Electronics, in particular, the desired partnership building efforts to enhance in a manner that is commensurate with the commemoration of Bangabandhu centenary and 50th anniversary of Bangladesh liberation.
BIMSTEC Summit in January 2021: PM Modi, Sheikh Hasina to participate

Amidst ongoing border standoff and escalating tensions between India and China, it is confirmed that the 5th BIMSTEC summit will be held in January 2021.
Highly placed government sources in New Delhi have confirmed that all heads of the governments of member states including Indian Prime Minister Narendra Modi, Bangladesh PM Sheikh Hasina will participate in the summit meeting.
Sri Lanka ,the current chair of the Bay of Bengal Initiative for Multi-Sectoral and Economic Cooperation (BIMSTEC) has proposed to host the fifth Summit of the regional grouping in the first half of January next year. Member states will discuss the proposal and finalise the date and other agendas like holding the ministerial level meeting in Colombo ahead of Summit, sources added.
The summit was initially proposed for later this month but due to Covid-19 pandemic, it was postponed. After the summit in Sri Lanka ,the chairmanship of the regional bloc will be handed over to Thailand for the period of 2021-22. The Secretary-level meeting also approved the nomination of a new Secretary-General from Bhutan. The current Secretary General of BIMSTEC is ambassador Mohammad Shahidul Islam of Bangladesh who will be replaced by Tenzin Lekphell from Bhutan after the summit.
Bangladesh, India, Myanmar, Srilanka and Thailand are the members of BIMSTEC that is often touted as a parallel of SAARC . In fact, Indian Foreign Secretary Harsh Vardhan Shringla while speaking on Foreign policy on Friday did indicate that India is now seriously promoting BIMSTEC as SAARC grouping functioning is blocked by one member country. He was blaming Pakistan for blocking all initiatives for good cause for economic development of the region.
He was also mentioning how the Corona pandemic has made matters difficult for diplomacy as diplomats are not meeting physically among themselves which creates a lot of confusion. He said,”for this reason only I had to travel to Dhaka for dispeling all misconception about our relationship. And I found PM Sheikh Hasina was so happy to receive me. “
He also said that in Dhaka he had met at least 40-50 people in a short span of time which was necessary for networking with the people. Answering a question on the influence of China in Bangladesh, Mr Shringla categorically said that “this bilateral relationship should not be viewed through the rubric of the third country. Bangladesh is our nearest and close neighbour which comes under our neighborhood first policy”
He said, Bangladesh is now a rapidly growing country in terms of economy. India has invested $ 10 billion as Line of credit and loan for developing infrastructure and community based small projects. It is India’s highest assistance to any country in the world.

India is ready to resolve all unresolved issues with Bangladesh: Foreign Secretary Shringla

Indian Foreign Secretary Harsh Vardhan Shringla gave enough hint publicly to resolve all outstanding issues with Bangladesh soon. Mr Shringla was speaking on Friday in a webinar organised by the Indian Council of World Affairs (ICWA), a subsidiary organisation of the Ministry of External Affairs.
Foreign Secretary was speaking for the first time after his two-day visit to Dhaka recently. While choosing not to mention the name of the country and the issues, in a language couched in diplomatic intricacies, he said: “We see a lot of opportunities in our immediate neighbourhood. There are also challenges.”
He asserted:“We will work appropriately to resolve these.” Then he politely reminded in his own style ,”it must be noted ,that our capacities and resources are growing and we will always be prepared to adopt the necessary strategies and the tactics as required,.”
For a long time Bangladesh is expecting a just resolution of the Teesta water sharing agreement. It is not happening just because of the internal political problem of India. At the same time South Block is conscious of the fact that it cannot be delayed now for the emerging new situation on the geo-political map.
While explaining in detail the vision of Indian diplomacy during the pandemic Corona, Mr Shringla emphasised that, the fundamental orientation of India’s policy remains Neighborhood First.
“We have demonstrated the priority accorded to neighbors in South Asia at the highest levels. This was evident during the Covid crisis. Prime Minister Narendra ModiÂs first regional engagement of Covid was with leaders of South Asia at the highest level.” He reminded the audience that his first visit “after the pandemic was to neighbor and close friend Bangladesh”
On this occasion, he told the audience that in the coming year India is going to play a major role in the world stage. India will be member of Security Council in 2021, marking the 75th year of Independence and within two years will be President of G-20 countries. He said,” we will hold the Presidencies of BRICS and Shanghai Cooperation . All this are recognition of enhanced global standing and also provides opportunity for us to convey our perceptions ,our experience, and our priorities- not just for ourselves but for the shared world.

On Thursday Twitter confirmed that a page linked with Narendra ModiÂs account was hacked. A news agency named Reuters reported that series of tweets were posted on the account asking from followers to donate and contribute for a relief fund using the crypto-currency. According to the sources in an email, a Twitter spokesperson said, that they were aware of such activities and have taken action to keep maintain the security of the account. Any kind of threat to security would not be tolerated. And the investigation is going on. He also said that till now they had no idea that even the additional accounts are getting impacted. This isnÂt the first such incident, in July this year twitter account of various valuable personalities got hacked. In July, hackers got access to the internal system of Twitter to hack accounts of top personalities such as Joe Biden the candidate for US Presidentship, Elon Musk the CEO of SpaceX, Bill Gates the co-founder of Microsoft, and former US President Barack Obama. By getting the access of their accounts the hackers solicited their followers for digital currency. The post, which got spread like fire in the forest, guaranteed that if spend $1,000 in bitcoin then in the other 30 minutes they will get twice the amount in return. Twitter deleted all such tweets but unfortunately, they were re-posted. Jack Dorsey, the Chief Executive of Twitter in a post said, ÂWe all feel terrible this happenedÂ. ÂWeÂre diagnosing and will share everything we can when we have a more complete understanding of exactly what happened. Twitter said that they are well aware of Âa security incident and Âtaking steps to fix it. The company decided to disable the authority of tweeting for a few hours, those ones with verified blue mark. Remembering Nehrus younger sister Vijaya Lakshmi Pandit a freedom fighter, diplomat and politician

The famous Vijaya Lakshmi Pandit, first female President of the United Nations General Assembly (UNGA) and sister of independent IndiaÂs first Prime Minister Jawaharlal Nehru, was one of the leading women in public life. She was born on August 18, 1900 in Prayagraj to barrister Motilal Nehru and Swaroop Rani and lived a life in an elite aristocratic family.
Her father and brother were wholly involved in the countryÂs freedom movement. She also found herself drawn to the independence struggle and following her familyÂs footsteps got fully engrossed in it and was imprisoned on three occasions.
She was married to a fellow participant in freedom movement Ranjit Sitaram Pandit in 1921, a successful barrister from Kathiawar in Gujarat and classical scholar who translated Kalahan’s epic history Rajtarangini into English from Sanskrit .
Her husband was a Maharashtrian Saraswat Brahmin, from Ratnagiri. He was arrested for his support of Indian independence and died in Lucknow prison in 1944, leaving behind his wife and their three daughters Chandralekha Mehta, Nayantara Sehgal and Rita Dar. Nayantara Sehgal is a well known writer and novelist.
Vijaya Lakshmi Pandi was IndiaÂs Ambassador to the United States from 1949 to 1951 and later became Governor of Maharashtra from 1962 to 1964. After her brother Jawaharlal NehruÂs death, she represented his constituency Phulpur in Lok Sabha 1967 to 1971.
She was also was elected to the provincial legislature of the United Province in 1937 and was designated minister of local self-government and public health.
After India attained independence, she entered the diplomatic service and became India’s Ambassador to the Soviet Union, United States, Mexico, Ireland as well as the Indian High Commissioner to the United Kingdom and Spain.
Vijaya Lakshmi Pandit had slammed her niece and then Prime Minister Indira GandhiÂs decision to impose emergency in 1975 and opposed it under the leadership of Lok Nayak Jai Prakash Narayan.
It was in 1987, I was assigned to record her memoirs for the oral history of freedom movement for All India Radio archives. I was cautioned not to force questions but to prompt and remind her of various phases of freedom movement which she had witnessed. She allowed me an hourÂs time slot every week at her Rajpur Road residence in Dehradun.
It appeared that the bitterness in her mind and heart towards Indira Gandhi on imposition of emergency had diminished as the then Prime Minister Rajiv Gandhi had visited his grand-aunt only a few days ago in 1987 to pay his respect. This made her happy as she never expected the visit. She was also very sad on the assassination of her niece Indira Gandhi.
During her conversation with me traces of long acrimony were evident at times as Indira Gandhi’s dominance in the life and affairs of Pandit Nehru had sidelined Mrs Pandit in all spheres.
During her opposition to emergency, she addressed public meetings throughout the country with Janata Party leaders and her being there gave an impetus to the movement. Being from the Nehru family, she used to be much sought after in public meetings and was a star attraction as people thronged in good numbers to listen to her in the protest rallies. I was also a witness to her rally at BhopalÂs Sadar Manzil ground attended by a large gathering.
Vijaya Laksmi Pandit had a sharp memory as she narrated the happenings photographically of successive events she witnessed in her life both in national and global scenario. She passed away in 1990.
