India has stepped up the vigil at the border of Nepal in response to the confirmed case of Novel Coronavirus (nCoV).

Ms Preeti Sudan, Union Health and Family Welfare Secretary reviewed the preparedness of these bordering states along the Nepal border in terms of orientation of health and adherence of various prevention & management protocols as well as awareness regarding prevention of coronavirus among the people being screened and those transiting the border with Nepal.

The meeting discussed self-reporting by these people, preparation of isolation wards; and availability of protective gear. The States informed the Health Secretary that they had made all necessary arrangements for screening of people transiting across the border. They also informed that travel advisories, other guidelines and protocols issued by the Health Ministry have been also widely disseminated.

Orientation of the Sashastra Seema Bal (SSB), the medical personnel, and health officials has also been conducted. Awareness drives are being undertaken through miking, distribution of leaflets and signages at the border check posts.

Special Gram Sabhas will be organised in coordination with the Panchayati Raj Department over this week for enhancing awareness regarding the coronavirus diseases, its symptoms, preventive measures, and reporting in the border villages. Panchayats have been asked to coordinate with the Hotels Association for wider self-reporting by travellers from Nepal visiting religious and other tourist places in these states.

Ms. Preeti Sudan, chaired a video conference (VC) with Chief Secretaries and DG (Police) of the five states bordering Nepal (Uttarakhand, Uttar Pradesh, Bihar, West Bengal and Sikkim) and Pr. Secretary (H) of other states/UTs, to review their preparedness for prevention and management of coronavirus.

Meanwhile, Mr Ajay Kumar Bhalla, Secretary, Home Affairs interacted with DGP of the States/UTs and guided them on key steps to be taken up in the bordering areas, in coordination with the Health Dept. The Shipping Ministry informed that necessary communication has been sent to the national port authorities. They were also directed to follow up with the Inland Waterways Authority of India, and coordinate with the maritime states. NDMA has been requested to share its guidelines and other relevant information with the state authorities.

Meanwhile, the World Health Organization South-East Asia has urged countries in the Region to remain vigilant and strengthen readiness to rapidly detect any case of importation of the new coronavirus and prevent its spread.

“It is time to focus all efforts on readiness guided by whatever is known about the new coronavirus,” said Dr Poonam Khetrapal Singh, Regional Director, WHO South-East Asia Region in a statement issued here.

WHO is working with countries in the Region to roll out these guidelines, prioritizing reviewing and building capacities for laboratory diagnostic, including referral of specimens and diagnosis; trainings in case management, specimen collection and transportation, and infection prevention and control; logistics support and communicating risks and promoting desired behavior in the community, the statement said.

The Regional Director has been in contact with the Ministers of Health since the onset of the outbreak. Last week Dr Khetrapal Singh also took stock of the preparedness and support being extended by WHO to countries.

Globally, WHO continues to work with networks of researchers and other experts to coordinate global work on surveillance, epidemiology, modelling, diagnostics, clinical care and treatment, and other ways to identify, manage the disease and limit onward transmission.

Though the new coronavirus being called novel coronavirus-2019 was not declared a public health emergency of international concern (PHEIC) by the Emergency Committee of the International Health Regulation which met last week, its risk was assessed to be ‘high’.

WHO is keeping a close watch on the evolving situation and remains committed to work with member countries to scale up readiness and implement IHR core capacities to respond to any importation, Dr Khetrapal Singh said, emphasizing that “We should continue to be vigilant and ready to contain and prevent any further spread,” the statement added.

The Centre on Monday signed a tripartite agreement with representatives of all factions of banned organisation National Democratic Front of Bodoland (NDFB) at the Union Home Affairs Ministry here.

The agreement was inked in the presence of Union Home Minister Amit Shah and Assam Chief Minister Sarbananda Sonowal.

In his remarks, Home Minister Amit Shah described the agreement between the Centre, Assam Government and Bodo representatives as “an important” pact which will ensure a golden future for Assam and for the Bodo people.

Mr. Shah said the agreement will end years of hostilities and violence of Bodo insurgent groups as nine such factions have signed the accord which includes factions of National Democratic Front of Bodoland. He said that as many as 1550 cadres along with 130 weapons will surrender on January 30. “As Home Minister, I want to assure all representatives that all promises will be fulfilled in a time-bound manner,” he said.

More than 12,000 passengers from 60 flights that landed into India until Wednesday have been screened for novel Coronavirus. However, no passenger was found infected.

According to the Ministry of Health and Family Welfare, thermal screening is being done at the International airports of Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, and Cochin. Ministry of Civil Aviation (MoCA) has asked airlines to follow the International Civil Aviation Organization (ICAO) guidelines for managing and notifying anybody reporting illness on flights originating from China and disembarking in India. In-flight announcements for India bound flights have also been initiated.

The Airport Health Organizations at the airports of Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, and Cochin have put up signages at prominent locations informing the public about self-reporting of illness. Immigration officers manning the counters have been sensitized at these airports.

The Health Ministry has written to Governments of Maharashtra, West Bengal, Tamil Nadu, Telangana, Kerala and Karnataka to review and strengthen preparedness measures at designated airports for provision of isolation and critical care facilities, linkages with VRDL network laboratories and adherence to infection prevention and control guidelines.

Union Health Secretary has also written to the States/UTs to review their preparedness, identify gaps and strengthen core capacities in the area of surveillance, laboratory support infection prevention & control, logistics, risk communication and in particular, hospital preparedness in terms of isolation and ventilator management of critically ill patients of severe acute respiratory infection (SARI).

A travel advisory has already been issued on 17th January.

Integrated Disease Surveillance Programme has issued advisory to all States/UTs for SARI surveillance to pick up any travel-related case reported in the community and follow up contacts of suspect/confirmed cases.

National Institute of Virology, Pune is fully geared up to test samples of nCoV. Ten other laboratories under the Indian Council of Medical Research’s Viral Research and Diagnostics Laboratories network are also equipped to test such samples, if a need arises.

Adequate stock of Personal Protection Equipment is being maintained by Medical Stores Organization.

Rapid response teams of the States/UTs have been trained in the management of MERS-CoV outbreak (a similarly placed virus, reported from the Middle East) in the year 2014. More recently these Rapid Response Teams of all States/UTs, APHO/PHOs and Regional Directors of this Ministry have also been trained (in Nov.-Dec., 2019) on the management of high-risk pathogens in the context of Ebola virus disease outbreak in the Democratic Republic of Congo.

Ministry of External Affairs has also been requested to disseminate travel advisory (in local languages) to Indian Embassies in China and adjoining countries for wider circulation and passenger information. In view of the significant population of Indian students in China, MEA has been requested to provide details of such students.

Ministry of Home Affairs has been requested to share details of travelers from China who have been issued e-Visa since 31st December 2019.
