Modi Government Plan To Increase The Number Of MSMES In The Country

The Ministry of Micro, Small and Medium Enterprises is striving to increase the number of micro and small industries in the country on a sustainable basis through the implementation of various schemes and programs. The Ministry provides better credit facility, technology upgradation, and skilling to boost the entire MSME eco-system.

Followings are the major schemes being implemented by the Ministry of MSME: 

(i)     Prime Minister’s Employment Generation Programme (PMEGP): This is a credit-linked subsidy programme aimed at generating self-employment opportunities through establishment of micro-enterprises in the non-farm sector by helping traditional artisans and unemployed youth. The Scheme was launched during 2008-09. A total of 5.45 lakh micro enterprises have been assisted with a margin money subsidy of Rs.12074.04crore, providing employment opportunities to an estimated 45.22 lakh persons since PMEGP’s inception till 31.03.2019.  

An amount of Rs. 2247.10 crore has been allocated under PMEGP for the financial year 2019-20 which is substantially higher with respect to allocation in an earlier financial year which would further lead to an increased number of units assisted and employment generation.

(ii)        Scheme of Fund for Regeneration of Traditional Industries (SFURTI): It is a cluster-based scheme for development of khadi, village industries, and coir clusters by providing them with improved equipments, common facilities centers, business development services, training, capacity building and design and marketing support, etc. SFURTI Scheme has been revamped in 2015. A total of 34,791 artisans have benefitted with an assistance ofRs. 143.15 crore during 2018-19.

(iii)       A Scheme for Promotion of Innovation, Rural Industry and Entrepreneurship (ASPIRE): was launched on 18.3.2015 to set up a network of technology centres and to set up incubation centres to accelerate entrepreneurship and also to promote start-ups for innovation and entrepreneurship in agro-industry. Under ASPIRE, 74 Livelihood Business Incubation (LBI) centres and 11 Technology Business Incubators have been approved since inception of the scheme.

(iv)  Coir Board: Ministry of MSME, through Coir Board, is also implementing various Schemes/programmes to assist entrepreneurs to set up new Micro, Small and Medium Enterprises (MSMEs) in all coconut producing states. Under Coir VikasYojna, 36,30,653 employment opportunities have been created since 2014-15 till 2018-19 in the Coir Sector.

(v)        Credit Guarantee Scheme for Micro and Small Enterprises (CGTMSE): The scheme facilitates credit to the MSE units by covering collateral- -free credit facility (term loan and /or working capital) extended by eligible lending institutions to new and existing micro and small enterprises. The Scheme has extended guarantee cover to over 35 lakh enterprises leading to approx. 1 crore employment generation. During FY 2018-19, a total of 4,35,520 proposals have been approved providing guarantee to a tune of Rs. 30,168 crore.

(vi)       Credit linked Capital Subsidy Scheme (CLCSS): CLCSS facilitates technology upgradation of small scale industries, including agro & rural industrial units by providing 15% upfront capital subsidy (limited to maximum of Rs.15.00 lakhs). Since inception of the scheme in 2000-01 till date, a total of 62,827 MSE units have been assisted utilizing subsidy of Rs.3888.13 crore.

During 2018-19, a total of 14,155 MSE units have been assisted utilizing subsidy of Rs. 980.44 crore.

(vii)      Micro & Small Enterprises-Cluster Development Programme (MSE-CDP):The Ministry of Micro, Small and Medium Enterprises (MSME), Government of India (GoI) has adopted the Cluster Development approach as a key strategy for enhancing the productivity and competitiveness as well as capacity building of Micro and Small Enterprises (MSEs) and their collectives in the country. A cluster is a group of enterprises located within an identifiable and as far as practicable, contiguous area and producing same / similar products / services.

During 2018-19, 17 Common Facility Centres and 11 Infrastructure Development projects have been established.

This information was given by Nitin Gadkari, Union Minister for Micro, Small and Medium Enterprises in reply to a question in Rajya Sabha today.

National Policy on Bio-Fuel

The National Policy on Biofuels-2018 notified on 8.6.2018, inter-alia, allows production of ethanol from damaged food grains like wheat, broken rice etc. which are unfit for human consumption. The policy also allows conversion of surplus quantities of food grains to ethanol, based on the approval of National Biofuel Coordination Committee. 

Use of damaged foodgrains and surplus foodgrains for production of ethanol will increase its availability for Ethanol Blended Petrol (EBP) Programme. During the ethanol supply year 2017-18, 150.5 crore litres of ethanol was blended in Petrol which resulted in foreign exchange impact of about Rs. 5070 crore and carbon emission reduced to the extent of 29.94 lakh tonnes.           

The National Policy on Biofuels-2018 approved by the Government envisages an indicative target of 20% blending of ethanol in petrol and 5% blending of bio-diesel in diesel by 2030. Under EBP programme, ethanol blending in petrol is being undertaken by the Oil Marketing Companies (OMCs) in whole country except island Union Territory (UT) of Andaman Nicobar and Lakshadweep wherein, OMCs blend up to 10 % ethanol in petrol under the EBP Programme.         

Further, Government has approved Pradhan Mantri JI-VAN Yojana to provide Viability Gap Funding (VGF) to Second Generation bio-ethanol manufacturing projects to increase availability of ethanol for EBP programme. Ministry has also issued Gazette Notification dated 1.5.2019 on “Guidelines for sale of Biodiesel for blending with high speed diesel for transportation purposes-2019” dated 30.4.2019.

Government has decided to leapfrog directly to  BS-VI quality w.e.f. 1st April, 2020 in the entire country. Considering the rise in environmental pollution in National Capital Region, Government has started supply of BS-VI auto fuel in National Capital Territory of Delhi from 1st April, 2018.  Further, in line with the directions issued by Ministry of Petroleum and Natural Gas, supply of BS-VI auto fuel has started in ten districts of National Capital Region and three other districts/cities outside of National Capital Region (Karauli, Dhaulpur and city of Agra) w.e.f. 1st April, 2019.

Perfect “Shot” By SP Dr. Ajay Pal Sharma Of Rampur, India and Crime Need Officers Like Him

The Rampur police, in an encounter, shot a person named Nazil, who was accused of abducting, raping and subsequently killing a 6-year-old minor girl on May 7 in Rampur district, Uttar Pradesh. SP of Rampur Ajay Pal Sharma, who is known for neutralizing criminals, shot the accused in both the legs during an encounter.

SP of Rampur, Uttar Pradesh Dr. Ajay Pal Sharma has at least nine encounter deaths to his credit and claims to have injured around 190 alleged criminals in other encounters. A former dentist, Sharma is a 2011-batch IPS officer hails from Ludhiana.

The police have also recovered the dead body of the minor victim on Saturday, confirmed the Superintendent of police, Rampur, Uttar Pradesh.

Talking to media the Rampur police confirmed that the civil line Rampur police got engaged in an encounter with Nazil, who was absconding after executing the crime. Encounter specialist IPS Dr. Ajay Pal Sharma shot three rounds at Nazil. The accused was arrested after he injured both his legs in the encounter. The police admitted him to a local hospital where is recovering, confirmed the police.

Disturbingly, such incidents of sexual abuse against children have become rampant in India. Today, we had reported how a man named Tausif Imran Khan (19) in Vadodara had repeatedly raped a 14-year-old class X girl and recorded her on his mobile phone. Allegedly the man had also attempted to brainwash her to convert to Islam by taking her to various religious places.

In yet another horrific incident, a teen boy was allegedly raped by four men of his village in the Puwaya area in Shahjahanpur. The incident took place on June 17th evening when the four accused forcibly took the 13-year-old boy to an orchard and allegedly raped him, said the police.

On June 9, a man named Shahnawaj was caught red-handed after he raped a 9-year old Dalit girl. Shahnawaj, a native of the town, had called the victim to his place on the pretext of giving her some clothes. As soon as the victim reached his place, he took her inside a room and allegedly raped her.

Similarly, on June 14, a 55-year-old man, Kalam Ansari was caught raping a 10-year-old girl Meera (name changed) on June 10.

In a similar deplorable incident at Aligarh, a Muslim man named Zahid had brutally choked a minor girl, Tina Sharma (name changed) to death over an argument with her family regarding a small loan amount. The brutal incident had shocked the conscience of the nation.

Zahid had brutally choked Tina with a dupatta (scarf) and hid the body in his house in a straw bag. After three days when the corpse started emitting a foul smell, Zahid threw Tina in a pile of trash. Tina’s body was completely decomposed with her eyes gouged out.

Shocking Case Of Medical Negligence In Gurugram: Left Kidney Punctured Instead Of Right

Yet another shocking case of medical negligence came to fore in Gurugram where the doctors risked the life of a patient in an attempt to hide their folly. The doctors punctured the left kidney of a patient, who was diagnosed with stones in her right kidney.

Having realized their mistake, the surgeon then operated her right kidney to remove the kidney stone. Due to the callousness of the hospital and the patient started bleeding profusely but the hospital administration continued to hide the entire issue until the case went out of their hands. Realizing the gravity of the situation, the family members of patient shifted to another hospital Medanta, the family was shocked to know about Pushpanjali hospital’s blunder and their attempts to cover-up.

The patient, Sheela Devi – who is a resident of Rohtak – and her husband registered a complaint with the police and the Health Minister of Haryana about the gross medical negligence and sought justice.

Sheela Devi’s husband Ajay Kumar, who is an advocate by profession, informed that his wife was admitted to Pushpanjali Hospital (Gurugram) on May 27, 2019, after she was diagnosed with a stone in her right kidney. On May 28, Dr. SP Yadav said that they’ll perform an endoscopy to remove the stone.

Ajay Kumar has alleged that her wife was operated by Dr. SP Yadav’s wife and not him. “The lady doctor was completely unaware about the medical condition of the patient and she punctured the left kidney instead of right. While her husband was continually busy on mobile phone and didn’t even care to have a look at the patient. Having realised her folly, their doctors then punctured the right kidney of my wife and quickly performed the surgery and removed the stone. According to medical practitioners, both the kidneys couldn’t be operated at the same time because it is risk-prone but the doctors here played with the life of my wife to cover up their blunder.”

“Moreover, when my wife came out of the operation theatre she was bleeding profusely to which Dr. SP Yadav said it happened by mistake and he assured they’ll take care of it. Later, they took the patient again to the operation theatre and a stent was inserted in her kidney but that worsened things. Her stomach started swelling and when her condition got out of their control, they referred us to Medanta Hospital.

“The doctors at Medanta Medicity revealed us about the negligence performed during the surgery in the first place. The surgeons here informed that both the kidneys should not be touched upon at the same time during a surgery hence the doctors at Pushpanjali risked the life of the patient,” he complained further.

The victim has now submitted a complaint to the Commissioner of Police, Health Minister (Haryana), Chief Minister, and Medical Council of India and requested to investigate the entire matter.

The victim has also registered a complaint with Chief Minister Grievances Redress and Monitoring Cell in Haryana. The concerned office has assured that they have taken cognizance of the matter and are looking into it.
