Maharashtra to hit by third wave of Covid-19 by Jul-Aug says CM, Uddhav Thackeray

Even though the second wave has yet to subside, Maharashtra is expected to be struck by a third wave by July or August, according to epidemiologists consulted by the government. He urged the state administration to plan for the third wave by bolstering infrastructure, stating that he did not want to see a replay of the current situation.

On Thursday, the CM convened a conference of divisional commissioners and district collectors to assess the Covid situation. Rajesh Tope, the state’s health minister, said, “We will have to become self-sufficient, especially in oxygen supply. The CM said he did not want to hear any reason for the shortage of oxygen supply then.”

The forecast is based on the recommendations of members of the state task force, which includes medical experts. They predicted after studying the patterns of Covid waves in different countries.

According to experts, a decrease in daily cases will likely begin by the end of May, but by the end of July or the first week of August, cases will begin to rise again, signaling the start of the state’s third wave, according to a senior official who requested anonymity.

The Health Minister said, “We want the local administration to be at an oxygen surplus by July. For this, orders for setting up 125 PSA (Pressure Swing Absorption (PSA) technology) plants have been issued and in the next 10 days, their installation will begin across the state. District collectors have been directed to procure 5 to 10 LPM oxygen concentrators in proportion to 25% of the total active patients in their respective district so that all mild and serious patients will be able to get regular oxygen supply in any case.”

Officials said that epidemiologists believe the situation is stabilising as a result of the lockdown, and that regular cases may begin to decline as early as next month.

A senior official privy to the development said, “In the next two months, the situation will come under control but as soon as all the restrictions are lifted it is believed that the third wave will again hit the state.” 

Asking to ensure an adequate supply of medicines for the third wave, CM said, “ The situation has come under control to some extent owing to the strict restrictions but we have to be cautious and start planning for the third wave.”

Tope stated that tele-ICU facilities would be built for tertiary care of patients in all two-tier cities without a major government hospital or medical college as part of the preparations. Every patient’s bed will be equipped with high-resolution cameras, allowing expert doctors in major cities to monitor their condition.

He has also ordered a fire audit, a structural audit, and an oxygen supply audit. District collectors have been instructed to ensure that hospitals complete these audits on time.

As compared to the previous two months, the death toll in March was 2,495 people, while in February, when a second wave struck the state, 1,072 people died. According to a state health department report, the mortality rate rose to 0.70 percent this month (between April 1 and 27) from 0.38 percent last month. It was introduced at a meeting of the state cabinet on Wednesday.

According to Dr Subhash Salunkhe, state advisor on the Covid-19 and former director-general of health services, the virus is behaving strangely, which is adding to the death toll.

Central Government decides to waive GST on COVID-19 Vaccine

According to people familiar with the matter, the government may waive the Goods and Services Tax (GST) on Covid-19 vaccines to reduce their cost—up to $1200 per dose in private hospitals beginning May 1 depending on the vaccine—to ease the burden on people and promote vaccination.

“The waiver will require approval of the GST Council. But, it is unlikely that any member will oppose the move that will provide relief to people in all states. Besides, it will not have significant revenue implications,” said a person.

On similar grounds, the government has already waived import duties on most important pharmaceutical raw materials used to produce drugs to treat coronavirus disease and is considering scrapping the 5% GST on Covid-19 vaccines, according to the people, who spoke on the condition of anonymity.

The Union government announced on April 19 that, beginning May 1, a “liberalised and accelerated” phase-3 strategy for Covid-19 vaccination would enable vaccine manufacturers to release up to 50% of their supplies to state governments and the open market at a pre-determined price.

On April 28, SII reduced the rate of Covishield for state procurement. “As a philanthropic gesture on behalf of @SerumInstIndia, I hereby reduce the price to the states from ?400 to ?300 per dose, effective immediately; this will save thousands of crores of state funds. This will enable more vaccinations and save countless lives,” SII CEO Adar Poonawalla tweeted.

Bharat Biotech did not respond to an email question, while an external spokesperson for SII declined to comment. The vaccine expense for the Union government’s vaccination campaign was slightly lower—free in government hospitals and $250 in private hospitals.

 Â“A waiver of GST, if granted, will reduce costs for governments, as well as incentivise more private players to purchase and distribute vaccines. This move will boost immunizations and provide some respite from the current crisis,” said the founder and CEO of the financial technology company Cleartax, Archit Gupta.

France to provide A330 mid-air refueller to IAF on lease for training

The Indian Air Force (IAF) has approached the French government to lease one Airbus A330 multi-role tanker transport aircraft for training purposes as a prelude to leasing five more mid-air refuellers to boost its multi-role fighters’ combat capability and range.

The leasing would be done on a government-to-government basis, with the IAF already issuing a request for information (RFI) for a single aircraft and the additional five refuellers on lease using a request for proposals route. During Air Chief Marshal RKS Bhadauria’s visit to France last week, the subject was addressed.

IAF official said, “With IAF looking towards A330 refuellers for its future, it is only natural that its pilots are trained in advance to handle the aircraft as mid-air refuelling is a precision process with zero margin of error and huge stakes.”

While the IAF has six IL-78 M mid-air refuellers of Russian origin, the A330 refuellers outperform the current aircraft in terms of flexibility, as the latter can accommodate not only fuel but also troops and arm payload on a roll-on-roll-off basis. There have been restrictions on load carrying and taking off with payload from high mountain bases such as Leh and Thoise in the case of the IL-78 M.

The French and UAE air forces have been using A330 refuellers to move 17 Rafale omni-role fighters from Merignac-Bordeaux to India since July 2020.Another batch of seven fighters is expected to arrive in India in May, with the first batch being stationed at the new Hashimara air base in West Bengal

The A330 can not only fly with a full load in the thin atmosphere of Ladakh and beyond, but it can also deliver fuel to Indian fighters at Himalayan heights, with a fighting range of 1800 km and a fuel capacity of 50 tonnes for four hours. The A330 has a 14,800-kilometer ferry range.

The IAF requires compatible mdi-air refuellers to fight any move from the north, with top-of-the-line Rafale aircraft in its inventory. The IAF must be ready because the Chinese army is hesitant to restore the status quo in Eastern Ladakh’s Gogra-H`ot Springs district, while the PLA beefs up all along the Line of Actual Control until Arunachal Pradesh.
