Farmers started protests demanding MSP from the Union government in Delhi

Farmers initiated this agitation by demanding their crops’ MSP (minimum support price). The crop growers informed the media that they left the protest sites in 2021, considering the promises made by India’s government regarding MSP. 

The meeting held at Chandigarh includes Union Food and Consumer Affairs Minister Piyush Goyal, Agriculture Minister Arjun Munda and government officials. Samyukta Kisan Morcha (non-political) convenor Jagjit Singh Dallewal and Kisan Mazdoor Sangharsh Committee coordinator Sarwan Singh Pandher represented the farmers in the MSP talks. 

What is MSP? 

The “minimum price” (MSP) is set for any crop that the government deems to be profitable for farmers and thus worthy of “support.” Minimum support price is recommended by the Commission for Agricultural Costs & Prices (CACP). The Ministry of Agriculture and Farmers Welfare department recommends prices for 22 specific crops and a fair and remunerative price for sugarcane. 

How MSP is decided?

When recommending MSP, the CACP considers several factors, including cultivation costs, supply & demand conditions, domestic & international market price trends, & the effects on consumers and the environment.

Three types of production costs are taken into account by the CACP: A2, A2+FL, and C2. – A2 pays for farmers’ direct costs, such as labour, seed, fertiliser, and pesticide costs.

A2+FL comprises the value of unpaid family labour in addition to A2 costs. – In addition to A2+FL, C2 is a more complete cost that considers capital assets and owned land rentals as well as interest that is forfeited.

Reserve Bank of India (RBI) Governor Shaktikanta Das stated on Monday that less borrowing by the government than expected will guarantee more excellent room in the banking system for resources to support private sector investments and stabilize inflation. Additionally, he stated that once Indian government bonds are included in JP Morgan’s bond index, the RBI will be able to manage the influx of more foreign capital.

This year’s borrowing is less than what the markets had predicted at first. Less borrowing would guarantee that the banking system would have far more resources available to meet the needs of the private sector,

He added that “lower quantum will help sort of stabilize inflation” and that “cutting government borrowing is a growth-inducing measure as more credit will be available for the private sector to make their investments.” “I wouldn’t like to quantify how much (it will) stabilize. It ought to assist in reducing inflation, he stated.

In her interim budget for 2024–2025, Finance Minister Nirmala Sitharaman suggested borrowing Rs 14.13 lakh crore through the issuance of dated securities. This is less than the gross borrowing estimate of Rs 15.43 lakh crore, the highest amount ever from the previous year. The government’s intention to adhere to its fiscal consolidation roadmap and the increase in tax revenues are the reasons behind the lower borrowing estimate for 2024–2025.

Das stated, “When making monetary policy, it is one of the factors which is taken into consideration.” The amount of borrowing is crucial for monetary policy. It stimulates growth and helps to control inflation.

Regarding the debt-to-GDP ratio, Das stated that it peaked at 88% during the COVID-19 pandemic and has been gradually declining ever since. The debt-to-GDP ratio should decrease even more as the government reduces its fiscal deficit target to 5.1% of GDP for the upcoming fiscal year and 4.5% in the year that follows.

In terms of government finances, the government must decide what constitutes a manageable amount of debt. We are the government’s debt manager. As the government’s debt manager, RBI’s job is to make sure that the borrowing program for that specific year is completed smoothly and without causing any disruptions, regardless of the government’s stance on the need for borrowing. In contrast to the budgeted 5.9% fiscal deficit, the government’s revised estimate for 2023–24 shows a marginally smaller fiscal deficit of 5.8% of GDP. The government intends to implement the Fiscal Responsibility & Budget Management (FRBM) Act.

Das stated, “If you go by our track record, RBI has managed both when there are outflows and when there are inflows,” about the inclusion in the JP Morgan bond index. The Reserve Bank has a strong history of controlling the flows in both scenarios. Furthermore, we are confident that we can manage the increased anticipated inflows in the future, including this year. We will be prepared to handle it if and when it comes to pass.

Review of Lal Salaam: Rajinikanth’s performance makes this long but respectable film better

Watching these scenes makes us, the audience, happy, but it gets a little annoying when they keep happening.

The greatest threat to Lal Salaam is its runtime. These moments are short, as the lengthy, uncut scenes don’t have any relevance to the plot later on. Consequently, it creates the impression that the narrative could be more active.

Lal Salaam focuses mainly on the gap between Muslims and Hindus and religious unrest. We must commend the film for its politics. However, the way the conflict was settled could have used more subtlety. More than just a convenient piece of writing it could have been.

A significant factor in preventing the movie from feeling jarring is the dignified cinematography of Vishnu Rangasamy. Instead of serving as a plot device, AR Rahman’s songs work well as standalone tracks.

It is unavoidable to say that the movie would have been more compelling with Rajinikanth. His captivating presence undoubtedly elevates al-Salaam. However, the ensemble—led by a superb Vishnu—is excellent, so he doesn’t have to carry the weight of promoting the movie alone.

The Delhi Police has set up barricades, laid nails across busy roads, and stationed cranes and earthmovers to guard the Punjabi border areas of Singhu, Ghazipur, and Tikri to keep farmers from entering the city. Farmers staged a nearly year-long sit-in protest against the three farm laws at these same entry points, after a year centre withdrew all the three laws which helped in the ending of protest. 

While farmer unions have called for a protest march to Delhi on Tuesday, the Delhi police have begun making preparations, announcing several diversions for Monday & Tuesday and putting the entire North East district under prohibitory orders. Farmers said they would make a final decision on whether to proceed or not only after meeting with Union Agriculture Minister Arjun Munda, Union Minister Piyush Goyal, and Minister of State Nityanand Rai in Chandigarh on Monday.

In order to prevent any untoward incidents and uphold law and order, the Delhi Police (Northeast district) on Sunday invoked CrPC Section 144, which primarily forbids the gathering of people at the borders between Delhi and Uttar Pradesh and nearby areas — under the jurisdiction of Northeast Delhi.

Pushta Road to the front of the Akshardham temple or Patparganj Road/Mother Dairy Road are likely to be used by commuters. Vehicles travelling on NH-44 toward Haryana may use or detour via Dasna, Mohan Nagar, Ghaziabad, Hapur Road, GT Road, Delhi Meerut Expressway, and Dabur Chowk.

The traffic advisory states that heavy trucks and commercial vehicles heading towards Bahadurgarh and Rohtak via the Rohtak Road are advised to use Najafgarh Nangloi Road from Nangloi Chowk to enter Haryana through the Najafgarh Jharoda border due to diversions around the Tikri border.

National Highway 44 will be used by interstate buses heading to Sonipat, Panipat, and Karnal, among other places, to travel from ISBT to Majnu ka Tilla, Signature Bridge, Khajuri Chowk, Loni Border, and KMP via Khekra.

It is recommended that HGV vehicles heading to Sonipat, Panipat, Karnal, and other destinations via NH-44 take Exit number 2 (DSIIDC) and follow the route to the Harish Chander Hospital crossing, then proceed to Bawana Road crossing, Bawana Chowk, Auchandi Road, reaching the Auchandi border, KMP, and Saidpur Chowki.
