All 126 Assembly Constituencies in Assam will have DC offices: Himanta Biswa Sarma

The Assam government is considering reorganizing its administrative system to decentralize power from the district to the constituency level in order to relieve deputy commissioners of routine chores.

 

There are 126 Assembly districts and 31 administrative districts in Assam. Himanta Biswa Sarma, the chief minister of Assam, claims that the state administration is trying to establish “DC offices” in each of the 126 constituencies.

 

By decentralizing authority from the district level to the constituency level, the Assam government is considering overhauling its administrative structure in an effort to relieve deputy commissioners of routine labour.

 

“There will be DC offices and an Additional Deputy Commissioner in each of Assam’s 126 Assembly districts. And they’ll handle all the labour. There would be a district in every constituency, so people won’t need to travel to the district headquarters for any work,” the Chief Minister told some sources in Guwahati. The issue will be covered in full at a three-day DC conference set for Tinsukia from May 12 to 14.  

 

The state government of Assam passed numerous important policies for preserving the power of district officials and fostering grassroots governance during a weekly meeting of the Assam Cabinet. The Cabinet also authorized a set of standards for District Commissioners’ (DCs) performance evaluation. 

 

Additionally, the Cabinet approved the District Commissioners’ (DCs) performance evaluation criteria and a 3% pay rise for contract workers at 5 mini ITIs in the Department of Skill, Employment, and Entrepreneurship.

 

The goal of the new policy for district officials is to keep district teams active throughout the year, bringing governance and administration closer to the people. Additionally, the policy outlines a procedure for releasing officers who intend to continue on extended leaves and under regular transfer orders without affecting the district team structure. Each district will have a set number of ADCs, SDOS, and Assistant Commissioners based on its size, needs, and complexity.

Defence Minister chairs SCO Defence Ministers’ Meeting, stresses on cultural and civilisation ties

On April 28th, 2023, Friday, The Shanghai Cooperation Organisation (SCO) Defence Ministers’ Meeting is underway in New Delhi. The Defence Minister of India, Rajnath Singh is chairing the SCO Defence Ministers’ Meeting, where he will be stressing on the cultural as well as civilisation ties between the SCO nations. The ministers participating in the SCO meeting will be having a discussion on reviewing the overall situation in Afghanistan.   

 

“We have cultural and civilizational links. For ages, we have had people-to-people connections and have exchanges in the field of commodities, as well as ideas due to which we have grown in cultural and economic terms. With changing times, we will work to strengthen those linkages, SCO has evolved into a strong regional organisation,” Rajnath Singh said while addressing the SCO meeting in Delhi. The Chinese Defence Minister Li Shangfu, Iran’s Brigadier General Mohammad Reza Gharaei Asthiyani, Kazakhstan’s Colonel General Ruslan Zhaksylykov, and Tajikistan’s Colonel General Sherali Mirzo are among those who are presented at the SCO Meeting. 

 

Meanwhile, Pakistan had earlier decided to skip the conclave but now the Defence Minister of Pakistan Khawaja Asif will be participating in the SCO meeting through a virtual mode. The primary focus of the deliberations would be on the situation of security in the region, including the development of Afghanistan. The officials involved in the overall preparation and coordination said that enhancing coordination among the member countries of SCO to effectively combat terrorism and extremism should be on priority. 

 

The Defence Ministry of India said in a statement that China had eroded the entire basis of ties between the countries by flouting bilateral agreements. The SCO (Shanghai Cooperation Organisation) is an intergovernmental organisation established in the year 2001. There are several countries in the SCO membership named China, Tajikistan, Pakistan, Russia, Kazakhstan, and Uzbekistan besides India. 

 

Before his visit, a crowd sets fire to the Manipur CM’s event location, implementing section 144

The location where Manipur Chief Minister N Biren Singh was supposed to hold a programme on Friday in the state’s Churachandpur district was vandalised and set on fire by a mob. Today, the chief minister is supposed to open a gym and sports complex.

 

Following the event, Churachandpur implemented Section 144 and temporarily prohibited Internet use. The enraged mob was seen destroying everything inside the facility, including seats, and setting fire to the gym’s brand-new sports equipment. The crowd was promptly dispersed by local police, but the facility had already suffered damage from hundreds of flaming chairs. The situation deteriorated rapidly.

 

The agitated mob managed to partially torch the newly set-up open gym at PT Sports complex at New Lamka, which Biren Singh is slated to inaugurate on Friday afternoon, police told news agency PTI.

 

The district administration is yet to confirm if the chief minister’s program has been canceled due to the violence or not.

 

According to authorities, the enraged mob was able to partially burn down the recently constructed open gym at the PT Sports facility in New Lamka, which Biren Singh was supposed to dedicate on Friday afternoon. If the chief minister’s programme has been postponed because of the violence, the district administration has not yet confirmed this.

 

Tribal forum mob violence 

 

The Indigenous Tribal Leaders’ Forum, which has been protesting the BJP-led state government’s survey of reserved and protected forest regions in addition to the wetlands, is said to have led the mob violence. The state administration was charged by the tribal forum with destroying churches.

 

The forum claimed in a statement that it has been forced to engage in a campaign of non-cooperation against the government, impeding its initiatives and strikes in the district on Friday starting from 8 am. 

 

The forum has also received backing from the Kuki Students’ Organisation, which has accused the state’s indigenous people of having a stepmotherly attitude. Three churches in the state were reportedly destroyed earlier this month by the Manipur administration, who claimed they were built without permission.

 

Using 50 kg of explosives, nonstop rain, and a tip, Maoists managed to trap security personnel in Dantewada

Chattisgarh, 27 April 2023: On Wednesday, Maoists in Chhattisgarh’s Dantewada district bombed a van that was returning from an anti-Naxal operation and had 10 security personnel and a driver in it. Around 1 o’clock, an improvised explosive device (IED) detonated in the vicinity of the Aranpur police station, killing a driver and all ten members of the District Reserve Guard (DRG) of the state police. 

 

According to reports, the attack on April 26 was the Maoists’ largest against the security forces in Naxal-affected Chhattisgarh in the previous two years. Around 450 kilometers separate the blast’s location from Raipur, the state capital.

 

How Naxals Conducted IED Attempt 

 

After learning about the presence of Maoists from the Darbha division in the densely forested tri-junction of the Bastar area in south Chhattisgarh, the security officers had left the Dantewada district headquarters.

 

According to sources, soldiers were dispatched to conduct operations based on knowledge of senior Naxal figures present in the Aranpur region. Around one o’clock in the afternoon, troops halted a private car to return to their base. The Naxals set off the IED as soon as the car arrived in the Palnar region.

Sources claim that the Naxals planted roughly 50 kilograms of IED in preparation for the attack.

The attack by the Naxals was harshly denounced by Prime Minister Narendra Modi, who also paid tribute to those who lost their lives. “I condemn the assault on the Chhattisgarh police in Dantewada emphatically. I honor the brave personnel who lost their lives in the attack. Their sacrifice will never be forgotten,” the Prime Minister tweeted, “My sympathies to the families of the deceased.”

 

Attacks on personnel under the TCOC 

 

According to reports, armed Naxals from the Tactical Counter Offensive Campaign (TCOC) carried out the assault on security forces. TCOC is a violent campaign carried out by the Maoists between March and June to fortify their cadres and launch significant attacks on security forces because woods lack vegetation, increasing visibility and the ability to set up ambushes.

Australia to host 2023 Quad Leaders’ Summit in Sydney on May 24

On April 26th, 2023, Wednesday, the Prime Minister of Australia, Anthony Albanese announced that Australia will host the Quad Leaders’ Summit on May 24th in Sydney. Narendra Modi, the Prime Minister of India will be travelling to Australia in May to participate in the Quad Leaders’ Summit. The Summit will include the leaders of India, Australia, the United States, and Japan. This is the first time that Australia is hosting a Quad Leaders’ Summit in Sydney. 

 

“I am honoured to declare that for the first time Australia will be hosting the Quad Leaders’ Summit in Sydney on May 24,” tweeted the PM, Anthony Albanese. The declaration of this Quad summit  was made during the combined press conference hosted by PM Narendra Modi along with the counterpart of Australia in March when the latter was on a four-day visit to India. “ “The members of Quad include both countries Australia as well as India. I thanked PM Albanese for inviting me to Australia for the Summit of Quad Leaders in May. Earlier in September, India has also invited him for the G20 Summit,” said PM Modi.   

 

The Summit of Quad Leaders devoted towards the contribution of a steady as well as successful Indo-Pacific that guaranteed the development, security and growth for all. The leaders of Quad Group will be meeting in Australia on May 24, while earlier they have also met on four occasions. The importance of the group in the region has expanded due to its sharp interest in sustainable and inclusive growth of the economy and also encouraging connections between Quad members as well as Non-Quad members.

PM Modi to visit SAD Party’s office for paying tribute to late Prakash Singh Badal

On Wednesday Prime Minister Narendra Modi will be visiting Shiromani Akali Dal’s (SAD) party office in Chandigarh with the intent to pay his last tribute to Punjab Chief Minister Prakash Singh Badal. The politician took his last breath at the age of 95 after being admitted to a hospital in Mohali a week back. 

 

PM Modi took to Twitter to express his condolences. He said, “The demise of Parkash Singh Badal is nothing less than a personal loss for me. I have closely interacted with him for many decades and gained so much knowledge from him.” He recalled a number of meetings with Prakash Singh Badal ‘in which his wisdom was always seen,’ He referred to Badal as a ‘remarkable statesman who contributed greatly to the nation and worked tirelessly for Punjab’s progress.”

 

As a gesture of respect for the veteran politician, the Centre has declared a two-day mourning across India. According to a government statement, the national flag will be flown at half-mast on all the buildings where it is normally flown, and there will be no official entertainment on these two days. The five-time chief minister gained the light in the political world after working as a village sarpanch and then in the year 1957 he contested in the assembly elections for the first time.

 

It was only recently when Badal’s party broke ties with the Bharatiya Janata Party (BJP) due to the farmer’s protest in the year 2020. He returned his Padma Vibhushan award- the second highest civilian honour in the country as well in order to protest against the government’s mistreatment of farmers. 

 

The veteran political leader complained of difficulty in breathing and was thus taken to Fortis Hospital in Mohali a week ago. Fortis Hospital Mohali said in a statement that S Parkash Singh Badal left us due to his illness even though he had received proper medication. They further added that the death of S Parkash Singh Badal is deeply mourned. 

 

AAP’s candidate Shelly Oberoi retains post as Mayor, as BJP’s candidate Shikha withdraws candidature

On April 26th, 2023, Wednesday, The Municipal Corporation of Delhi (MCD) elected a new mayor and a deputy mayor. The Aam Aadmi Party’s candidate Shelly Oberoi was unanimously elected as the Mayor of MCD (Municipal Corporation of Delhi) for the second consecutive term as her rival, a BJP candidate Shikha Rai withdrew her nomination. The elections were held at the time when the Civic body was yet to choose the powerful Standing Committee, which plays an important role in the local government.

 

The Aam Aadmi Party’s candidate Shelly Oberoi was pitted in today’s election against the Bharatiya Janata Party (BJP) councillor Shikha Rai from Greater Kailash. On the other hand, incumbent deputy mayor Aaley Mohammad Iqbal of the Aam Aadmi Party (AAP) also got another term as deputy mayor after BJP candidate Soni Patel withdrew her nomination. AAP’s Shelly Oberoi was elected as the MCD Mayor in the fourth attempt after much ruckus between the BJP and AAP, earlier in the year.

 

Being the ruling party in the Municipal Corporation of Delhi, the win comes as a big relief for the AAP. The last three attempts to elect the Mayor failed due to the political bickering between the AAP and the BJP. They met for the first time on 6th January, after that on 24th January, and last on 6th February. In the history of MCD elections, only eight mayors have served for more than a year, and now AAP’s Shelly Oberoi will be the ninth such mayor. 

 

The Chief Minister of Delhi, Arvind Kejriwal took to his Twitter, “Congratulations Shelly and Aley on again becoming Mayor and Deputy Mayor, this time unopposed. Best wishes to both of them, people have huge expectations from us. We have to work really hard to meet the expectations.” The post of mayor in the national capital sees five single-term elections on a rotational basis with the first year reserved for women, for the open category the second year is reserved, and the reserved category got third year. At the end of the annual year, the city gets its new mayor. 

 

A ten-day-long Saurashtrian Tamil Sangamam to conclude, PM Modi addresses the ceremony

This confluence of 10-day witnessed around 3000 Saurashtrian Tamil who came to Somnath with the help of a special train. The event commenced on April 17th, while the closing ceremony will now be held at Somnath. The cultural confluence of West India and South India is celebrated by the Saurashtra Tamil Sangamam. 

 

For the last 1200 years, an event of this much magnitude had not taken place, for the first time it’s happening. The origin of the event lies in the thought process of Narendra Modi of encouraging the soul of Ek Bharat Shreshtha Bharat through several initiatives and programs which bring out and rediscover the age-old links between the people in different parts of the country, according to a statement issued by the Prime Minister’s Office. The vision of recognizing the shared culture as well as rich heritage between TamilNadu and Gujarat takes forward by this event.

 

 The Kashi Tamil Sangamam was even organised earlier with the same vision. It has been observed that many people relocated to the state of Tamil Nadu from the region of Saurashtra for decades. This gives the opportunity to many Saurashtrian Tamil to reconnect with their roots and to be back at their native places, said a statement by the Prime Minister’s office. “As the milestone #STSangamam begins, my best wishes to the participants. Through this event, for the first time Saurashtrian, who settled in the state of Tamil Nadu, are returning to their native lands. The historical significance of Gujarat and Tamil Nadu can be measured by the fact that Lord Shiva resides in Somnath (Gujarat’s coastal lines) as well as Lord Ram resides in Rameshwaram (Tamil Nadu’s coastal lines).
